Hi Deborah,
You should not bill a Q code for in-utero surgery as the ICD-10 will refer to the mom having the diagnosis, not the fetus.
You should use the fetal anomaly codes O35.0XX & O35.8XX series. The coding committee did propose more specific fetal anomalies codes by organ system, and we will find out in the next few months if these new codes were approved.
